Could look at adding a setting other the sub-location or an overall setting on the proposal that chooses the level to show. Items attached to the sub-location would roll up to the level that is displayed.

There are areas with alot of extra white space and removes visability from the details we actually need to interact with. If there was less white space and more items in the list that would be great.
