Allow Optional Items and Alternate Sets to be Added to Change Orders

If there are multiple ways to solve for a client's change order request, we should be able to offer those options and choices within a CO. Having alternate sets created, but then not allowing their use in both Opportunities and Projects diminishes the value of having alternate sets.

I need to have client selectable options on Change Orders. This seems to only be an option on Opportunities. A Change Order should have this feature as well.
