Allow the addition of subscriptions to projects after they've been approved. Or allow subscription creation without a project.

I don't like being forced to create a project just to have an subscription created to track for monitoring invoices. There are many subscriptions we brought over then we started using D-Tools Cloud from SI that I now need to create. Also, I can't edit a subscription if the client adds services after the initial installation was done.
