Fix Add Product to Reduce Scrolling on Quotes

When making long proposals having to scroll up and down the page is inconvenient and a giant time waster. Rather if the frame for the 'Add Products' was fixed at the top of the screen, it would allow for adding new components to the proposal much faster and easier than the current way for adding equipment.
