Rules for splitting purchase orders by project and service

Split a project's items into purchase orders by vendor, keep one project per PO by default, and let service POs combine items from several calls.

Today one PO can mix items from several projects, and there is no setting to keep a project on its own PO. Vote and comment if you reconcile POs project by project.
