When a part is discontinued, let purchasing choose from a list of alternates that engineering has already approved, and record the substitution on the purchase order. A change order should only be needed when the price to the customer changes.
Today the alternate sets on a quote are options presented to the customer, not substitutes purchasing can use at order time.
