Labor or Service Rate by Account

We need some way to have different labor rates based on where a customer is. For example, if over 50 miles away, we might want to charge more per hour. Or, alternatively, we may want to charge more for the first hour and less each additional hour when it comes to service calls. If the rates are account-based, this becomes a lot easier to manage
